About Us
Prometheus, a character from mythology, gave fire to man enhancing man’s intellectual awareness.  It was the name chosen for this foundation because it describes the intent to bring intellectual awareness to very young children of Obion County, Tennessee.  The Promethean Foundation was created in 2004 as a result of the generosity of the Robert E. and Jenny D. Kirkland Foundation.  This non-profit foundation is under the direction of The Union City Rotary Club, who is charged with the responsibility of creating a Promethean Board of Directors to govern the mission of the foundation.   The foundation serves children birth to five years of age.

The retirement of Cathy Waggoner was celebrated Friday June 25 at the Promethean Foundation Office. Foundation board members, staff, community members, family, and friends visited to wish her well. Cathy has served as the administrator for the non-profit program since it was founded in 2004 by Robert and Jenny Kirkland. The purpose of the Foundation, which is governed by a board of directors selected from Union City Rotary Club members, is to provide high-quality child care for young children in Obion County.
Cathy Waggoner graduated from the University of Tennessee at Martin, working with young children as a teacher and director at the First Baptist Church Kare Bear program for 20 years. She is active in her community serving on the Union City School Board and numerous volunteer activities. She is president-elect of the Tennessee Association for Children’s Early Education and author of several publications. Cathy plans to spend more time with family and friends, and travel during retirement.
